Southeast Texas faced more heavy rainfall on Sunday, with forecasters warning that flash flooding could happen in Houston after several rounds of storms in the past few days prompted evacuations and rescues in the area. The storms exacerbated dangerous conditions and forecasters said that once the storms passed, rivers could be swollen for days or even weeks. About 2.1 million people in Texas were under flood warnings on Sunday morning, the Federal Emergency Management Agency said, with many flood gauges in Houston expected to reach or exceed their flood records. The National Weather Service in Houston said that another one to three inches of rain was expected in Southeast Texas and that some places could see four to eight more inches of rain. Damaging winds, large hail and isolated tornadoes were also possible.

CNN —Dozens of cities along the US coastline are sinking at alarming rates, leaving them far more exposed to devastating flooding from sea level rise than previously thought, scientists reported Wednesday. Cities on the East Coast where sinking land is exacerbating sea level rise include New York City and Atlantic City; Virginia Beach; Charleston, South Carolina; and Savannah, Georgia. As much as a third of sea level rise in this region over the next three decades could come from the sinking effect, the report found. This is a particular problem in areas where new coastal land has been created over the years by backfilling with sediment. Additionally, researchers say most sea level rise studies make projections for the end of the century, which “is viewed as too far (away) to begin planning,” Shirzaei said.

Texas' citrus farmers have a nickname for a deep freeze that struck in February 2021: the Valentine's Day Massacre. The deep freeze was the second disaster in two years to hit Southeast Texas. As for the deep freeze, any temperature below 28 degrees Fahrenheit is devastating for citrus trees, Murden said. That was nearly cut in half during the 2020-21 season, according to data compiled by the Texas Valley Citrus Committee. A hurricane followed by a deep freeze ruined portions of Murden's grapefruit orchard.

U.S. Midwest grid operator flags urgent need for market reforms

The reforms are needed "to maintain reliability and send the right pricing signals to the market," said Clair Moeller, president and CEO at Midcontinent Independent System Operator (MISO). For the zone which covers most of Louisiana and southeast Texas, the clearing prices for fall and winter were $59/MW-day and $19/MW-day, respectively. Market participants who postpone the retirement of resources and import additional capacity this year may not be able to repeat those measures in the future, said Moeller. "We continue to see uncertainty and volatility in the auction results year-over-year, and managing the system in real-time is becoming more challenging," Moeller added. Rep. Mayra Flores speaks at the University Draft House in McAllen, Texas, on Oct. 10. “I still believe at the end of the day this is still a solid, moderate Democratic region,” González said. A fighting chanceOf the three Latina Republicans running, Mónica De La Cruz, endorsed by former President Donald Trump and running in an adjacent congressional district, Texas' 15th, is considered the party's best chance to win.
